Job Description

Our client provides an opportunity to develop gas reserves that have been stranded for many decades. The initiatives have come from Indonesia's national energy company together with international companies. Our client is the first Indonesian LNG project developed as a "downstream business activity" based on Law No. 22 of 2001, which enables separate development of upstream (feedstock gas supply) and downstream (LNG manufacturing) businesses

POSITION DESCRIPTION

EPC stage

Directed and under the supervision of EPC contractor, to commission and start-up of the facilities safely meeting agreed schedule and production plan.

Post hand-over

To coordinate, organize and manage operation of LNG train, utilities, storage and loading facility meeting process safety requirements and LNG production target in a safe, reliable and efficient manner.

WORKING RELATIONSHIP

Internal :Maintenance Supervisor, to work coordination Laboratory Supervisor, to interpret the lab results Process Engineer for technical advices

External :Upstream Facilities (JOB, PPGM) to work coordination

AUTHORITY

Authorize to stop Unit/ Equipment based on approved procedure

Other authorization stated by Company guidelines.

POSITION RESPONSIBILITIES

Develop Operations and Maintenance Manuals, Commissioning Procedures, Standard Operating Procedure (SOP) for LNG operation during the EPC stage with the Contractor and to revise these procedures/manuals to ensure fit-for-purpose post-handover of Plant in line with DSLNG QMS document control guideline;

To coordinate and monitor plant operating activities, diagnosis, trouble shooting and take corrective action to ensure equipment and process operate within the design envelop;

Coordinate and monitor shutdown, pre & post shutdown activities to ensure the work is carried out safely meeting allocated time frame;

To direct the shift, panel operators to resolve operations upsets and identify root cause to avoid recurrence;

Based on Lab analysis results, manage plant operating parameter to meet products specification;

Ensure Plant Change is implemented in line with ‘Management of Change’;

Develop and evaluate the competency, capability, performance and conduct coaching & mentoring system of subordinates to align with position requirement;

To implement safe system of works by preparing plant for work in compliance with DSLNG safety regulations under PTW;

To lead First Intervention Team during emergencies and to take part in emergency rescue and firefighting and fire training exercise and

To deputize Operations Superintendent for operational continuity when requested.

Implement QHSE regulation within his/her area of responsibility in order to minimize any possible risk and comply with company and government regulation

Coach and develop subordinates in his/her area of responsibility in order to ensure they have the skills & capability in performing more effective & efficient work within the organization

CHALLENGES

Safe, reliable and efficient plant operations require good understand of the various operational implications and limitations of equipment and human intervention. This can be achieved by continual promotion of teamwork and positive working climate.

To maintain Process Safety Excellence requires the incumbent to have good understanding in Process Safety Management.

It is realized that not all the plant emergency situations or operations upsets can be documented in procedures for guidance, in the absence of these procedural guidelines, the shift supervisor needs to use his seasoned experience and discretion to manage the plant operations / emergency to protect his staff, the asset and the environment

POSITION REQUIREMENTS

Education

SLTA minimum 15 years’ experience in LNG process plant (preferable) or Oil & Gas plant; or Diploma from a technical college or equivalent, minimum 12 years’ experience in LNG process plant (preferable) or Oil & Gas plant; or Bachelor (S1), minimum 10 years’ experience in LNG process plant (preferable) or Oil & Gas plant

Other Qualifications (Specific certification, courses and skills needed to perform this job)

Knowledge in LNG processing, gas turbine, power generation, compressors operation, LNG storage

and loading operations;

Able to carry out HAZOP, risk assessment and understand barriers required to mitigate risks

Experience (State the minimum job related experience needed - specify type and duration to perform this job)

Experience in LNG plant panel operation and LNG / Petrochemical complex as shift supervisor

Characteristics (State the special requirement needed to perform this job including environmental condition)

Have strong interpersonal skills and able to communicate fluently in English;

Good writing skills, able to write operating procedures, reports and work instructions;

Able to work on rotation scheme approved by our client;

Ability to coach trainee operators and mature operators
