Our client provides an opportunity to develop gas reserves that have been stranded for many decades. The initiatives have come from Indonesia's national energy company together with international companies. Our client is the first Indonesian LNG project developed as a "downstream business activity" based on Law No. 22 of 2001, which enables separate development of upstream (feedstock gas supply) and downstream (LNG manufacturing) businesses

POSITION DESCRIPTION

EPC stage: To direct and coordinate with EPC contractor in the commissioning and startup of our client facilities while safely meeting agreed schedule on production plan.

Post hand-over: To lead and steer the plant operation in a safe, efficient and reliable manner to meet annual delivery plan while managing DSLNG operational assets portfolio (such as production support & marine departments), in meeting departmental and corporate objectives

WORKING RELATIONSHIP

Internal: - All departments under TD: To manage internal plant operational and maintenance processes as well as safety compliance.

External: - Upstream facilities (such as JOB and PPGM): to coordinate for raw material supply and related works. Marine agency, Bea Cukai & Immigration: To provide technical items specificity in order to process permit

EPC contractor: To coordinate on EPC contractor work

AUTHORITY

Responsible for the entire plant operation during working hours and non-working hours.

Act as an emergency preparedness coordinator which reports directly to Technical Director in case of plant emergency or natural disaster

POSITION RESPONSIBILITIES

EPC Stage

Review and give feedbacks to the EPC contractor (such as but not limited on the subject of the development of operations & maintenance manuals, commissioning phase, startup procedures, and plant operability) in accordance to set guidelines and good engineering practices, in order to meet our client production schedules in safe and efficient manner.

Participate by explaining operational point of view in HAZOP and Safety Desk top reviews at modified plants to ensure that changes will not have safety implication to the assets and overall plant processes.

Plan, control and review the development of working documents & guidelines for plant operation (such as but not limited to internal Operating Procedures, Work Instructions, and Standing

Orders for routine operation & emergency) in accordance with our client corporate policy and good engineering practices, in order to create clear and understandable policy for inside plant activities.

Develop, monitor and review the permit to work guidelines for plant site, to ensure the strict compliance of safety guidelines in work activities.

Set up operations organization to cater for commissioning startup of plant lead by EPC commissioning team in a safe and efficient manner to meet agreed production schedule.

Review the usage of consumables and chemicals during EPC period to ensure adequate stock for production operational phase of the plant.

Develop, propose and monitor the implementation of operational budget in the respective working unit, in order to ensure that budget is used effectively and efficiently within the organization

Monitor the implementation of QHSE regulation and follow up program towards HSSE audit within his/her area of responsibility in order to minimize any possible risk and comply with company and government regulation

Develop, propose, & monitor the implementation of budget in the respective working unit in order to ensure the budget is used effective & efficiently and comply with respective approved budget

Coach and develop subordinates in his/her area of responsibility in order to ensure they have the skills & capability in performing more effective & efficient work within the organization.

POST PLANT HANDOVER

Control, monitor and integrate complex operations of the plant to meet the production targets safely, reliably and to minimize plant flaring losses and fuel consumption while continuing to improve plant thermal efficiency.

Develop and participate in the setting of the production Annual Delivery Plan (ADP) & Operation

Expenditure according to set Operation target and our client policies, in order to manage the performance and resources of production, support, and marine portfolio in achieving operation department objective.

Develop operation department KPI, lead and motivate operation department according to Operation KPI, safety guidelines and our client policy, in order to meet a sustainable operational culture and LNG sites benchmarking standards (in both personal and process safety).

Coach, develop and evaluate the competency, capability and performance operation team (with various background and expertise) in accordance to each team member’s position requirement and established DSLNG operation department plan, in order to become a multi-skilled fully functional unit (including capacity to perform minor maintenance activities).

Diagnose, trouble-shoot, take corrective action (and if necessary coordinate with related parties) on operational anomalies and problems according to set SOP and DLSNG guidelines, in order to ensure equipment and process operate within the established design.

Control, monitor & coordinate team in pre & post shutdown operation activities in accordance to established SOP, to ensure that the work is carried out safely within allocated time-frame.

Monitor and review the implementation of Permit to Work (PTW) guidelines and be responsible for the Fire Permit Signatory role to support the implementation of PTW in the plant activities.

CHALLENGES

To manage team of matured and experienced operators to achieve established our client function role and competency will require the acquisition of new sets of competency and company value.

This position needs to be able to inspire, coach and develop the competency of the teams with different approach and strong commitment.

To meet RFSU (Ready for Start Up) schedule & to operate plant safely and effectively will require a solid planning and excellent coordination with related parties.

To meet ADP, operation KPI, high QSSE and process safety is a complex and sophisticated work. This requires the incumbent to thoroughly understand LNG manufacturing process and design requirement as well as LNG plant specification and design.

To maintain good relationship with Upstream, buyers and shareholder will require this position to be able to communicate well and manage their respective expectations.

POSITION REQUIREMENTS

Education (State the minimum education needed to perform this job) Degree in Science or Engineering (BSc) or equivalent

Other Qualifications (Specific certification, courses and skills needed to perform this job)

Strong HR skills, able to deal with multi-skilled teams and competency assurance

Must have thorough and deep knowledge in LNG planning, manufacturing, LNG processing, Utilities, Storage & Loading, including working knowledge of marine activities.

Strong skills in managing risk in process safety requirement for HAZOP review, risk assessment, PTW and shutdown (turn-around) planning.

Experience (State the minimum job related experience needed - specify type and duration to perform this job)

Minimum 15 years in hydrocarbon industry experience, with 5 years in process technic and 5 years in leadership role
